હું ઉત્તર પ્રદેશના ઝાંસી જિલ્લાના એક નાનકડા ગામ પાલી ડેલીની છું. ગામના મુખ્ય મથકથી માત્ર 15 કિલોમીટર દૂર આવેલા આ વિસ્તારમાં એક સમયે જમીનદારોનું વર્ચસ્વ હતું. અને તેમાં મારા સમુદાયના, સહરિયા આદિવાસીઓના 68 પરિવારો રહેતા હતા, પોતાના અધિકારો મેળવવા માટે તેમણે સંઘર્ષ કર્યો હતો અને કંઈક અંશે હજી આજે પણ સંઘર્ષ કરી રહ્યા છે.<\/p>

હું 2016 થી એકતા પરિષદ સાથે સંકળાયેલી છું, આ સંસ્થા જળ, જંગલ, જમીનની સમસ્યાઓ પર કામ કરે છે. 2014 માં મારા પિતાનું અવસાન થયું હતું. એ પછી આ બિનનફાકારક સંસ્થાના સ્થાનિક સંયોજક મારી માતાને મળવા આવ્યા હતા અને હું મારા સમુદાય માટે કામ કરું એવી ભલામણ કરી હતી.<\/p>

અહીં ઘણી બધી સમસ્યાઓ છે જેમ કે મહિલાઓ પંચાયતમાં ભાગ લઈ શકતી નથી, શિક્ષણનો અભાવ છે, બાળકો કામ માટે સ્થળાંતર કરે છે, અને આવાસ અને પાણીની સુવિધાનો અભાવ છે. જેમ જેમ હું આ બધું સમજતી ગઈ તેમ તેમ હું મારો અવાજ ઉઠાવતા અને બીજાઓને તેમના અવાજ ઉઠાવવામાં મદદ કરતા શીખી ગઈ. હું 10 ગામડાઓમાં મહિલા સશક્તિકરણ, વન સમસ્યાઓ અને શિક્ષણ પર કામ કરું છું. અમારા પડોશી રાજ્ય મધ્યપ્રદેશે ફોરેસ્ટ રાઈટ એક્ટ (એફઆરએ – વન અધિકાર અધિનિયમ) ના અમલીકરણમાં નોંધપાત્ર પ્રગતિ કરી છે, પરંતુ ઉત્તર પ્રદેશ એ બાબતે ઘણું પાછળ રહી ગયું છે. આ કામ જરૂરી હતું.<\/p>

1999 તરફ નજર કરીએ તો તે સમયે સહરિયા સમુદાયની પરિસ્થિતિ ખૂબ ખરાબ હતી. અમે મૂળ જંગલમાં વસવાટ કરનાર સમુદાય હોવા છતાં અમારામાંના ઘણાને જમીનદારો માટે બંધુઆ મજૂર તરીકે કામ કરવાની ફરજ પાડવામાં આવી હતી. ઘણા પરિવારો એક રૂમવાળા મકાનોમાં સાથે રહેતા હતા. અમારી જમીનનો ઉપયોગ ગેરકાયદેસર ખાણકામ માટે થતો હતો.<\/p>

ખાણકામની પ્રવૃત્તિઓથી ત્રસ્ત આ સમુદાયે લોકોના કલ્યાણ માટે કામ કરતી સમિતિની સ્થાપના કરવા માટે ગ્રામ સભાનો એક ખાલી પ્લોટ શોધી કાઢ્યો હતો. તે સમિતિનું નેતૃત્વ અમારા સમુદાયના એક વરિષ્ઠ સભ્ય કેશર બાઈ દ્વારા કરવામાં આવ્યું હતું. અમે બધાએ સાથે મળીને ત્યાં અમારી ઝૂંપડીઓ બનાવી હતી.<\/p>

અમારા વન અધિકારો અને આવાસ, પાણી અને સ્વચ્છતા જેવી મૂળભૂત સુવિધાઓની પહોંચ માટે લડત આપવા અને બંધુઆ મજૂરીમાંથી છૂટકારો મેળવવા માટે 2007 માં અમે એકતા પરિષદ દ્વારા આયોજિત લોક ચળવળમાં ભાગ લીધો હતો.<\/p>

આ સરળ નહોતું. નજીકની પથ્થરની ખાણોમાં કામ કરતી કેટલાક વ્યક્તિઓ અને સરકારી અધિકારીઓ દ્વારા અમને હેરાન કરવામાં આવતા હતા. પથ્થરો ફોડવા માટે ડાયનામાઈટ અને વિસ્ફોટકોનો ઉપયોગ કરવામાં આવતો હતો, પરિણામે સહરિયા પરિવારો માટે ગંભીર સમસ્યાઓ ઊભી થતી હતી.<\/p>

ગ્રામ સમિતિએ વિરોધ પ્રદર્શન કરીને વરિષ્ઠ અધિકારીઓને સાઈટ (ઘટનાસ્થળ) પર લાવવાનું નક્કી કર્યું હતું. એક દિવસ સબડિવિઝનલ મેજિસ્ટ્રેટ (એસડીએમ) ગામમાં આવ્યા ત્યારે કેશરબાઈએ તેમને એક ખાણના ખાડામાં પ્રવેશવાનું કહ્યું અને કહ્યું, “હવે તમે જ જુઓ, સાહેબ, અહીં શું થાય છે.” એટલામાં જ વિસ્ફોટકોનો જોરદાર અવાજ સંભળાયો હતો. ત્યાં રહેવું કેટલું જોખમી છે એ વહીવટીતંત્રને તરત જ સમજાઈ ગયું હતું અને એસડીએમએ તરત જ બ્લાસ્ટિંગ બંધ કરવાનો આદેશ આપ્યો હતો.<\/p>

આ વિસ્તારમાં હજી થોડુંઘણું ખાણકામ ચાલુ છે, અને અમારા વન અધિકારોને હજી પણ માન્યતા આપવામાં આવી નથી. આજે 30 ગામોમાં જંગલની જમીન પર રહેતા અને ખેતી કરતા સહરિયા પરિવારોને બળજબરીથી વિસ્થાપિત કરવામાં આવી રહ્યા છે. લલિતપુર જિલ્લા હેઠળ આવતા અમારા પડોશી ગામ ઝાવરમાં માન્ય વ્યક્તિગત વન અધિકારો ધરાવતા અને 100 એકરથી વધુ જમીન પર ખેતી કરતા લોકોના ઘરો પણ વન વિભાગ દ્વારા બાળી નાખવામાં આવ્યા હતા. સમુદાયે વિરોધ કર્યો ત્યારે તેમની સામે કેસ દાખલ કરવામાં આવ્યા હતા.<\/p>

આદિવાસીઓ પાસે હવે લાખોની રુપિયાની જમીન છે અને તેઓ ખેતી દ્વારા સારી એવી કમાણી કરે છે તેવો દાવો કરીને બીજા ગ્રામવાસીઓ ઘણીવાર અમને મદદ કરતા નથી. પોલીસમાં પણ એફઆરએ અંગે જાગૃતિનો અભાવ છે, પરિણામે અમારે વારંવાર સમજાવવું પડે છે કે અમે જે જમીન પર રહીએ છીએ તે પેઢીઓથી અમારા પરિવારોની છે.<\/p>

મારા સમુદાયને ક્યારેય કાયદાઓ વિશે ખાસ જાણકારી રહી નથી. અમે તો ફક્ત એટલું જ જાણીએ છીએ કે જમીન અમારો અધિકાર છે, આ એ જગ્યા છે જ્યાં અમારા પૂર્વજો રહેતા હતા, આ એ જગ્યા છે જ્યાં અમારા પરિવારો રહે છે, અને અમારો જીવ જોખમમાં હોય તો પણ અમે અહીંથી નહીં ખસીએ. અમારી પાસે મૂળભૂત સુવિધાઓ નહોતી ત્યારે પણ અમે ક્યારેય અમારા અધિકારો માટે લડ્યા નથી, પરંતુ આને (જમીનને) માટે સમુદાય લડશે. અમારા ઘરો પર બુલડોઝર ફેરવી દેવામાં આવશે તો? – એ વિચારે વન વિભાગ અમને ડરાવવાનો પ્રયાસ કરે છે; આવું તો દર બે મહિને થાય છે. સરકાર વૃક્ષારોપણ ઝુંબેશના નામે અમને હાંકી કાઢવાનું કહી રહી છે, પરંતુ અમે વર્ષોથી જે ખેતી કરી રહ્યા છીએ તેનું શું?<\/p>
