હું મધ્યપ્રદેશના છતરપુર જિલ્લાની બિજાવર તહેસીલના વોર્ડ નંબર 9 માંથી ચૂંટાયેલ કાઉન્સિલર છું. બુંદેલખંડનો આ એ જ વિસ્તાર છે જ્યાં સમુદાયો કેન-બેટવા લિંક યોજના હેઠળ પ્રસ્તાવિત બંધ<\/a>નો વિરોધ કરી રહ્યા છે. 2021 માં મંજૂર કરાયેલ આ યોજનાનો હેતુ દૌધન બંધના નિર્માણ દ્વારા મધ્યપ્રદેશની કેન નદીમાંથી વધારાનું પાણી ઉત્તરપ્રદેશની બેતવા નદીમાં વાળવાનો છે, બંધના નિર્માણને પરિણામે લોકોનું મોટા પાયે વિસ્થાપન થશે. <\/p>

યોગ્ય પુનર્વસન અને વળતર અંગે ખાતરી આપવામાં આવી હોવા છતાં મોટી સંખ્યામાં લોકોને કાં તો બાકાત રાખવામાં આવ્યા છે અથવા તેમને પૂરતું વળતર આપવામાં આવ્યું નથી. હાલમાં ઘણા અસરગ્રસ્ત ગામોમાં ઘરો ખાલી કરવાની નોટિસો જારી કરવામાં આવી રહી છે. દૌધન ગામમાં લગભગ અડધા ઘરો પહેલેથી જ તોડી પાડવામાં આવ્યા છે, જ્યારે છતરપુર જિલ્લાના સૌથી વધુ અસરગ્રસ્ત ગામોમાંના એક પાલકોહામાં રહેવાસીઓને નોટિસો મળી છે અને કેટલાક ઘરો તોડી પાડવામાં આવ્યા છે. પન્ના જિલ્લાના ગહદારા ગામનું તો નામોનિશાન રહ્યું નથી. આ ગામોમાં 30-40 ટકા પરિવારોને હજી સુધી કોઈ વળતર મળ્યું નથી.<\/p>

યોગ્ય પુનર્વસન વિના થયેલા આ વિસ્થાપનને કારણે પરિવારો બેઘર થઈ ગયા છે. વરસાદ વચ્ચે ઘણા પરિવારો પોતાના જ આંગણામાં તાડપત્રી નીચે રહેવા મજબૂર થઈ રહ્યા છે. તેમના સીધુંસામગ્રી (રેશન) ભીંજાઈ રહ્યા છે, તેમની વીજળી કાપી નાખવામાં આવી છે, અને તેઓને પીવાના પાણી જેવી મૂળભૂત સુવિધાઓથી પણ વંચિત રાખવામાં આવ્યા છે. દરમિયાન વળતર અંગેની યોજનામાં રહી ગયેલી ખામીઓનું કોઈ નિવારણ કરવામાં આવ્યું નથી.<\/p>

ઘણા મહિનાઓથી વિરોધ પ્રદર્શનો ચાલી રહ્યા છે, અમારા જિલ્લાની મહિલાઓ આ આંદોલનનું નેતૃત્વ કરી રહી છે. શરૂઆતમાં આ આંદોલનનું નેતૃત્વ પુરુષો કરી રહ્યા હતા, પરંતુ સર્વેક્ષણની યાદીઓમાંથી નામો કાઢી નાખવા અને વળતરના વિતરણમાં ખામીઓ જેવા વહીવટી પડકારોને કારણે આંદોલનની ગતિ ધીમી પડી ગઈ હતી. એક સમયે એવું લાગતું હતું કે આ આંદોલન ભાંગી પડશે. એ જ વખતે ગામેગામ મહિલાઓ સાથે વાતચીત અને નાની-નાની બેઠકોનો શ્રેણીબદ્ધ કાર્યક્રમ શરૂ થયો.<\/p>

મહિલાઓની આ વધતી ભાગીદારીથી વહીવટીતંત્ર ચિંતામાં મુકાઈ ગયું છે અને પરિણામે આંદોલનના નેતૃત્વ પર કાનૂની દબાણ વધ્યું છે.<\/p>

આંદોલનના ટોચના નેતા અમિત ભટનાગરને પહેલા પોલીસ કસ્ટડીમાં લેવામાં આવ્યા હતા અને પછીથી બે વાર તેમની ધરપકડ કરીને તેમને જેલ ભેગા કરવામાં આવ્યા હતા. વહીવટીતંત્ર માનતું હતું કે નેતૃત્વ વિના આંદોલન ભાંગી પડશે, પરંતુ બન્યું તેનાથી બિલકુલ ઊલટું. 10 મી ફેબ્રુઆરી, 2026 ના રોજ અસરગ્રસ્ત ગામડાઓની હજારો મહિલાઓ પોતાના દમ પર સંસાધનો એકઠા કરીને બિજાવર પહોંચી. કેટલી મહિલાઓએ ઘઉં વેચીને મુસાફરીનો ખર્ચ ઉઠાવ્યો તો બીજાઓએ પૈસા ઉછીના લઈને ભાડાના વાહનોની વ્યવસ્થા કરી. પોલીસ દ્વારા તેમને અવરોધવાના અનેક પ્રયાસોને નિષ્ફળ કર્યા પછી બપોર સુધીમાં તેઓએ તહેસીલ કચેરીને ઘેરાવ કર્યો અને આંદોલનના નેતાઓની મુક્તિની તેમજ તેમની માંગણીઓ પૂરી કરવાની માંગ કરી.<\/p>

એ જ રાત્રે કડકડતી ઠંડીમાં રાત્રે 11 વાગ્યાની આસપાસ વહીવટીતંત્રે આંદોલનકારીઓ પર લાઠીચાર્જ કર્યો અને મહિલાઓ અને બાળકો પર વોટર કેનન (પાણીની તોપ) નો ઉપયોગ કર્યો. તેમ છતાં આંદોલનકારીઓએ હાર ન માની. મોડી રાત્રે બીએનએસની કલમ 163 લાગુ કરવામાં આવી અને આંદોલનકારીઓને વિખેરી નાખવા માટે બળનો પ્રયોગ કરવામાં આવ્યો, દરમિયાન મહિલાઓ અને બાળકોને અંધારામાં લાંબા અંતરની મુસાફરી કરવા માટે મજબૂર કરવામાં આવ્યા હતા.<\/p>

અને છતાં લોકોને તેમના ગામો ખાલી કરવા માટે સતત નોટિસો જારી કરવામાં આવી રહી છે ત્યારે પણ આંદોલન શાંતિપૂર્ણ રીતે ચાલુ છે. ઉદાહરણ તરીકે, 14 મી મેના રોજ વહીવટી તંત્ર છતરપુરના દૌધન ગામમાં ઘરો તોડવા પહોંચ્યું ત્યારે ગામલોકોના વિરોધને કારણે પોલીસને પીછેહઠ કરવાની ફરજ પડી.<\/p>

રૂંઝ ડેમ વિસ્તારની મહિલાઓ આ પ્રોજેક્ટ સામેની લડાઈ ચાલુ રાખવા માટે નિયમિત બેઠકો યોજી રહી છે. મહિલાઓ જળ સત્યાગ્રહના ભાગ રૂપે નદીમાં ઊભી રહી છે, તેમના આખા શરીર પર કાદવ લગાવી રહી છે અને પ્રતિકારના પ્રતીકાત્મક કૃત્યો તરીકે ચિતા બનાવીને એની પર સૂઈ રહી છે. તેમની માંગણીઓ સ્પષ્ટ છે: યોગ્ય પુનર્વસન સુનિશ્ચિત કરો અને વળતર પ્રક્રિયામાં રહેલી ખામીઓ સુધારો.<\/p>
