Valued at USD 700 billion in 2022, it is expected to vault to <a href=\"https:\/\/reports.poweredbypeople.io\/\" target=\"_blank\" rel=\"noopener noreferrer\">USD 1 trillion<\/a> by 2024. A new combination of market forces drives its upward arc, guided by <a href=\"https:\/\/causeartist.com\/what-is-conscious-consumerism\/#:~:text=Conscious%20consumerism%20is%20an%20emerging,the%20economy%2C%20and%20the%20environment.\" target=\"_blank\" rel=\"noopener noreferrer\">conscious consumerism<\/a>&mdash;a predilection for products and processes that are environmentally sustainable, socially inclusive, equitable, regional, and invariably artisanal. These imperatives meet <a href=\"https:\/\/sdgs.un.org\/goals\/goal12\" target=\"_blank\" rel=\"noopener noreferrer\">Sustainable Development Goal (SDG) 12<\/a>: responsible consumption and production.&nbsp;&nbsp;<\/p><p>India&rsquo;s own handmade sector has been growing at a parallel pace. Its exports in FY 2021&ndash;22 totalled <a href=\"https:\/\/www.ibef.org\/exports\/handicrafts-industry-india#:~:text=During%20April%202022%2DFebruary%202023,especially%20carpets%2C%20has%20grown%20steadily.\" target=\"_blank\" rel=\"noopener noreferrer\">USD 4.35 billion<\/a>, a 25.7 percent step up from the year before. In addition to forex, a substantial part of the sector&rsquo;s revenue is generated domestically. In FY 2020&ndash;21, the Indian government pegged the handicraft and handloom sector at <a href=\"https:\/\/pib.gov.in\/PressReleaseIframePage.aspx?PRID=1812163#:~:text=In%20the%20fiscal%20year%202021,billion%20toward%20the%20country%27s%20GDP.\" target=\"_blank\" rel=\"noopener noreferrer\">INR 25,706.3 crore<\/a> (approximately USD 3 billion)&mdash;a conservative figure because of the nature of the business itself, which lies both within the bounds of the formal economy and outside it, conducted through online retail and organised craft fairs as well as tourist market stalls and doorstep sales. Of late, demand has received further fillip from <a href=\"https:\/\/www.fibre2fashion.com\/news\/retail-announcement\/reliance-retail-promotes-handmade-in-india-programme-280340-newsdetails.htm\" target=\"_blank\" rel=\"noopener noreferrer\">retail conglomerates<\/a> that have scaled up their social and artisanal business partnerships.<\/p><p>Second only to agriculture in the size of its workforce&mdash;numbering approximately <a href=\"https:\/\/www.businessofhandmade.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">200 million artisans<\/a>&mdash;the CMH sector, if streamlined, formalised, and levered by relevant technologies, can reap enormous dividends. It can do this through its contribution to the national GDP, and by fostering additional livelihoods, developing India&rsquo;s entrepreneurial ecosystem, and meeting <a href=\"https:\/\/www.kosha.ai\/post\/leveraging-indian-handlooms-to-achieve-sustainable-development-goals\" target=\"_blank\" rel=\"noopener noreferrer\">several SDGs<\/a> along the way, including climate action through greener supply chains and gender equality by employing and empowering more women. The <a href=\"https:\/\/socialdesignlibrary.in\/how-can-we-create-compassionate-and-kinder-models-of-economic-activity-that-look-at-growth-with-purpose-and-consider-the-planet-and-all-in-it-to-coexist-equitably\/\" target=\"_blank\" rel=\"noopener noreferrer\">sector&rsquo;s potential<\/a> has never been greater, but whether it inches towards new opportunities or takes a quantum leap towards them depends on a key factor: finance.<\/p><div class=\"idron-article-in-content\" style=\"margin-bottom: 15px;\" id=\"idron-2725345622\"><a href=\"https:\/\/idronline.org\/what-is-idr-answers\/\" target=\"_blank\" aria-label=\"What is IDR Answers Page Banner\"><img src=\"https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1.png\" alt=\"What is IDR Answers Page Banner\"  srcset=\"https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1.png 1250w, https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1-300x60.png 300w, https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1-1024x205.png 1024w, https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1-150x30.png 150w, https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1-768x154.png 768w\" sizes=\"(max-width: 1250px) 100vw, 1250px\" width=\"1250\" height=\"250\"   \/><\/a><\/div><h3 class=\"wp-block-heading\">Why money matters<\/h3><p>Most enterprises in the handmade sector are micro, small, and medium enterprises (MSMEs), located largely in rural India and rooted in a range of cultural traditions. These handmade and craft-based MSMEs (HCMs) serve multiple arms of the <a href=\"https:\/\/nola.gov\/cultural-economy\/#:~:text=Defining%20the%20Cultural%20Economy,productive%20goods%2C%20services%20and%20places.\" target=\"_blank\" rel=\"noopener noreferrer\">cultural economy<\/a>, from fashion to home decor and tourism, and include artisans and creative producers who shoulder the entire farm-to-consumer value chain.<\/p><blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Let alone scale up, tenuous finances can scupper the handmade sector altogether.<\/p><\/blockquote><p>For all its growth and potential, HCMs are hard-pressed for finance and investment that can help them modernise and amplify their operations. According to one study, the credit gap for MSMEs is a staggering <a href=\"https:\/\/www.intellecap.com\/wp-content\/uploads\/2019\/04\/Financing-Indias-MSMEs-Estimation-of-Debt-Requireme-nt-of-MSMEs-in_India.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">USD 397 billion<\/a>. Finance paves the way for marketing and retail via digital platforms, garners new clients, strengthens and diversifies supply chains, and catalyses innovation in raw material, product, and <a href=\"https:\/\/www.sciencedirect.com\/science\/article\/pii\/S2405872622000193\" target=\"_blank\" rel=\"noopener noreferrer\">organisation design<\/a>, which in turn builds business, livelihoods, and community. Let alone scale up, tenuous finances can scupper the sector altogether.<\/p><p>A stark reminder of this was brought home by the COVID-19 pandemic when an estimated <a href=\"https:\/\/issuu.com\/fashionrevolution\/docs\/reimagining_the_craft_economy_post_covid-19_report\/64\" target=\"_blank\" rel=\"noopener noreferrer\">22 percent<\/a> of artisans lost 75 percent of their annual income. According to <a href=\"https:\/\/www.aiacaonline.org\/wp-content\/uploads\/2020\/07\/The-Covid-Impact-on-Artisans-Part-II-Study-by-AIACA.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">a dipstick survey<\/a>, 40 percent of artisans were compelled to halt production for the length of the pandemic, citing lack of working capital to keep operations going, while sales for 70 percent of them fell by more than 75 percent.<\/p><h3 class=\"wp-block-heading\">Terms of estrangement<\/h3><p>However, the pandemic was also a tipping point. It accelerated the transition to <a href=\"https:\/\/journals.openedition.org\/samaj\/8198#ftn7\" target=\"_blank\" rel=\"noopener noreferrer\">online sales<\/a> and expanded, almost overnight, domestic and international markets, creating a new business-to-consumer model for the sector that ejected the intermediary. Newly alert to the sea of possibilities in sales and collaborative partnerships, HCMs are now eager to take the plunge. <em>Financing a Handmade Revolution: How Catalytic Capital Can Jumpstart a Handmade Economy<\/em>, a <a href=\"https:\/\/www.businessofhandmade2.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">report<\/a> by <a href=\"https:\/\/200millionartisans.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">200 Million Artisans<\/a> (200M), finds that 95 percent of HCMs surveyed have sophisticated, digitalised modes of receiving payments, and 89 percent are focused on building brand, growth, and profitability. And yet, only one in 10 have easy <a href=\"https:\/\/www.tojqi.net\/index.php\/journal\/article\/view\/8977\" target=\"_blank\" rel=\"noopener noreferrer\">access to finance<\/a> that can help them achieve this.&nbsp;&nbsp;<\/p><p>Here are some of the factors that stymie the sector&rsquo;s growth.<\/p><div class=\"idron-content\" id=\"idron-4159619795\"><a href=\"https:\/\/idronline.org\/donate\/\" target=\"_blank\" aria-label=\"donate banner\"><img src=\"https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1.jpg\" alt=\"donate banner\"  srcset=\"https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1.jpg 1250w, https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1-300x60.jpg 300w, https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1-1024x205.jpg 1024w, https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1-150x30.jpg 150w, https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1-768x154.jpg 768w\" sizes=\"(max-width: 1250px) 100vw, 1250px\" width=\"1250\" height=\"250\"   \/><\/a><\/div><h3 class=\"secondlevel wp-block-heading\">1. Access to capital<\/h3><p>Depending on where they are in their business journey, the financing needs of HCMs differ, but more than two-thirds need some form of financing. 200M&rsquo;s report finds that approximately 85 percent HCMs need high-risk growth capital to scale; 78 percent need working capital to pay for designers, artisans, raw material, logistics, and so on; 80 percent need finance to innovate and experiment; and 72 percent need it for impact measurement and communication. HCMs typically fall back on their own savings, borrow from informal networks, or funnel their profits back into the operation to scale up.<\/p><p>Most HCMs fall into the &lsquo;missing middle&rsquo;&mdash;they are too big for microfinance and too small for bank loans and impact and commercial investors.&nbsp; &nbsp;<\/p><p>This is why 88 percent of HCMs self-finance their operations and 65 percent prefer to rely on advances against orders. Less than 5 percent of the financing needs of the CMH sector are met by mainstream financing channels, including CSR offices, private investors, microfinance institutions, and handicraft councils. Forty-five percent avoid banks.<\/p><figure class=\"wp-block-image\"><a href=\"https:\/\/www.pexels.com\/photo\/close-up-photo-of-paper-bills-and-coins-5476028\/\" target=\"_blank\" rel=\"noopener noreferrer\"><picture><source media=\"(max-width: 1366px)\" srcset=\"https:\/\/idronline.org\/wp-content\/uploads\/2023\/07\/pexels-ravi-roshan-5476028-768x510.jpg\"><source media=\"(max-width: 1540px)\" srcset=\"https:\/\/idronline.org\/wp-content\/uploads\/2023\/07\/pexels-ravi-roshan-5476028.jpg\"><source media=\"(max-width: 2000px)\" srcset=\"https:\/\/idronline.org\/wp-content\/uploads\/2023\/07\/pexels-ravi-roshan-5476028.jpg\"><img decoding=\"async\" src=\"https:\/\/idronline.org\/wp-content\/uploads\/2023\/07\/pexels-ravi-roshan-5476028.jpg\" alt=\"Five-hundred rupee note and coins_handmade sector\" width=\"1024\" height=\"680\"><\/source><\/source><\/source><\/picture><\/a><figcaption>Catalytic capital could play a critical role in offering customised investment solutions to the CMH sector. | Picture courtesy: <a href=\"https:\/\/www.pexels.com\/photo\/close-up-photo-of-paper-bills-and-coins-5476028\/\" target=\"_blank\" rel=\"noopener noreferrer\">Pexels<\/a><\/figcaption><\/figure><h3 class=\"secondlevel wp-block-heading\">2. Women&rsquo;s access to capital<\/h3><p>The problems are compounded for women, who own more than <a href=\"https:\/\/msme.gov.in\/sites\/default\/files\/MSMEANNUALREPORT2022-23ENGLISH.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">20 percent<\/a> of the MSMEs in the country and constitute a significant part of the artisan workforce. Owning few or no collaterals to pledge, with limited mobility and financial literacy compared to men, <a href=\"https:\/\/www.weforum.org\/agenda\/2019\/06\/women-finance-least-developed-countries-collateral\/\" target=\"_blank\" rel=\"noopener noreferrer\">women find it harder to avail of finance<\/a>. Fifty-five percent of women-led HCMs surveyed by 200M are unaware of the financing options available to them, compared to 33 percent men-led HCMs, while 62 percent find it difficult to talk to investors, compared to 48 percent men-led HCMs. These are some of the reasons that 56 percent of women-led HCMs rely on self-financing alone, compared to 36 percent men-led HCMs.<\/p><h3 class=\"secondlevel wp-block-heading\">3. Investor engagement<\/h3><p>Wary of the paperwork, collaterals, and incompatible lending terms (like credit worthiness) stipulated by banks, non-banking financial companies (<a href=\"https:\/\/startup.outlookindia.com\/analysis\/what-are-nbfcs-and-what-does-it-mean-to-indian-economy-news-7809#:~:text=A%20Credit%20Source-,NBFCs%20have%20emerged%20as%20a%20crucial%20source%20of%20credit%20for,due%20to%20their%20perceived%20risk.\" target=\"_blank\" rel=\"noopener noreferrer\">NBFCs<\/a>), and mainstream financing channels most HCMs rely on their own resources, even though there are alternative financing instruments they can now turn to, such as <a href=\"https:\/\/www.equityeffect.com\/blog\/what-is-a-convertible-note\/\" target=\"_blank\" rel=\"noopener noreferrer\">convertible notes<\/a>, <a href=\"https:\/\/nextbillion.net\/creative-economy-financing-gap-impact-investing\/\" target=\"_blank\" rel=\"noopener noreferrer\">purchase order financing<\/a>, <a href=\"https:\/\/www3.weforum.org\/docs\/WEF_Blended_Finance_A_Primer_Development_Finance_Philanthropic_Funders.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">blended finance<\/a>, and <a href=\"https:\/\/www.investopedia.com\/terms\/s\/social-impact-bond.asp\" target=\"_blank\" rel=\"noopener noreferrer\">social impact bonds<\/a>. Not only is their knowledge of new financing opportunities scant, but HCMs are also held back by their diffidence, finding it hard to engage with investors, speak their language, and provide them with growth structures and (<a href=\"https:\/\/nextbillion.net\/social-enterprises-measure-impact-investors\/\" target=\"_blank\" rel=\"noopener noreferrer\">hard-to-measure<\/a>) data on impact they seek. Seventy-four percent of HCMs consider finding, accessing, and engaging with investors a huge problem.&nbsp;&nbsp; &nbsp;&nbsp;&nbsp;&nbsp;<\/p><h3 class=\"secondlevel wp-block-heading\">4. Deficient start-up and policy ecosystem<\/h3><p>The sector needs to plug into a <a href=\"https:\/\/thecsruniverse.com\/articles\/flipkart-foundation-partners-with-aiaca-to-foster-environmentally-sustainable-ecosystem-for-textile-handicraft-enterprises\" target=\"_blank\" rel=\"noopener noreferrer\">collaborative network<\/a> of incubators, accelerators, and think tanks that can grasp its distinct challenges and offer customised solutions, such as providing relevant market intelligence, affordable due diligence and compliance, and <a href=\"https:\/\/nift.ac.in\/sites\/default\/files\/inline-files\/Complete%20Job%20profiles%20RTC.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">public good resource repositories<\/a> and tools for monitoring and evaluation. Eighty-eight percent of HCMs surveyed by 200M rely on founders, friends, and family for resources and advice.<\/p><blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>The road to government policies and schemes is riddled with obstacles.<\/p><\/blockquote><p>If the path to a collaborative ecosystem is absent, the road to <a href=\"https:\/\/www.aiacaonline.org\/wp-content\/uploads\/2018\/06\/Final-Policy-Gaps-Study.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">government policies<\/a> and schemes is riddled with obstacles. These include the maze of departments this broad and heterogenous sector has to navigate; the complex rules around GST structures, tax breaks, and incentives it has to become acquainted with; and the scattered and impenetrable information about them it has to understand. The report finds that 41 percent of HCMs struggle with GST payments, while 45 percent find it challenging to get industry certification to scale up. &nbsp;<\/p><h3 class=\"wp-block-heading\">Catalytic capital: A solution<\/h3><p>Financing and support to the CMH sector is limited to incubators, accelerators, and a few investors. What HCMs need is a new, purpose-built financing and funding paradigm that is aligned to their modes of production and diverse work cultures. <a href=\"https:\/\/www.macfound.org\/press\/article\/catalytic-capital-work\" target=\"_blank\" rel=\"noopener noreferrer\"><\/a><a href=\"https:\/\/www.macfound.org\/press\/article\/catalytic-capital-work\" target=\"_blank\" rel=\"noopener noreferrer\">Catalytic capital<\/a>, a form of investment that is patient, concessionary, adaptable, and open to risk, has just what it takes to transform the CMH sector.<\/p><p>Catalytic capital from actors who haven&rsquo;t traditionally invested in the sector&mdash;impact investors, family philanthropies, CSR, and retail givers&mdash;could play a critical role in offering customised investment solutions to the CMH sector. The report highlights that catalytic capital has the potential to:<\/p><ul class=\"wp-block-list\"><li>De-risk innovation pipelines and support new ideas across diverse value chains.&nbsp;<\/li><li>Raise the credibility, investment readiness, and impact potential of MSMEs, allowing them to scale and attract additional financing.<\/li><li>Enable <a href=\"https:\/\/www.wiego.org\/our-work-impact\/themes\/formalization\" target=\"_blank\" rel=\"noopener noreferrer\">formal inclusion<\/a> of first-mile artisan communities and encourage mainstream start-up actors to actively participate in the CMH ecosystem.<\/li><li>Catalyse SDG impact and policy action by building an enabling environment to drive impact goals.<\/li><li>Build accountability and incentives for impact generation by offering &ldquo;better terms for better impact&rdquo; to market-based HCMs.<\/li><\/ul><h3 class=\"wp-block-heading\">Revolution road map<\/h3><p>The time is ripe for a revolution in the CMH sector, but tilting the scales will require all actors to work in tandem. Here are some recommendations from the report:<\/p><p>Investors and funders can set up sector-specific, creativity-led portfolios that prioritise responsible consumption and production. They need to partner with philanthropic and policy actors to introduce catalytic capital offerings that de-risk financing for the CMH sector.<\/p><p>Policymakers should create an enabling environment for HCMs and investors by supporting data mapping specific to the sector; creating a single-window policy for schemes, grants, and information; and minimising the compliance burden by simplifying legal structures.<\/p><p>Ecosystem actors can create public-good infrastructure that enables the different players in the sector to communicate and collaborate. They can leverage technology to deliver data, market intelligence, and market access networks to stakeholders, and guide policy-makers and investors to direct the right capital across specific needs in the farm-to-consumer value chain.<\/p><p>Enterprises should seek access to tools, resources and collaborative networks and build a clear and differentiated value proposition centred around an understanding of the conscious customer as well as gaps in the value chain.<\/p><p>Innovations in technology, emerging business models, an evolving entrepreneurial environment, and an expanding marketplace have placed India&rsquo;s creative manufacturing and handmade sector on the ledge of change. One study estimates that the country has a <a href=\"https:\/\/dp.ashoka.edu.in\/ash\/wpaper\/paper42_0.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">USD 140 billion<\/a> low-skills manufacturing gap in clothing and textiles alone, a gap the CMH sector can easily plug under the right conditions. But those conditions can only be produced when capital, technology, and policy join hands.
