{"id":10397,"date":"2021-02-12T11:30:00","date_gmt":"2021-02-12T06:00:00","guid":{"rendered":"https:\/\/idronline.org\/?p=10397"},"modified":"2026-01-15T07:53:06","modified_gmt":"2026-01-15T02:23:06","slug":"india-urgently-needs-an-edtech-policy","status":"publish","type":"post","link":"https:\/\/idronline.org\/kn-in\/india-urgently-needs-an-edtech-policy\/","title":{"rendered":"India urgently needs an EdTech policy"},"content":{"rendered":"<?xml encoding=\"utf-8\" ?><p class=\"wp-block-paragraph\">In India, the Union Budget 2019 <a href=\"https:\/\/www.indiatoday.in\/education-today\/news\/story\/rs-93-847-64-crore-is-the-new-education-budget-for-2019-10-percent-rise-from-last-year-1445355-2019-02-02\" target=\"_blank\" rel=\"noopener noreferrer\">allocated<\/a> nearly INR 94,000 crore for education. Despite this expenditure, students coming out of the education system are not job-ready and lack the necessary skills needed to thrive in the era of <a href=\"https:\/\/www.weforum.org\/agenda\/2016\/01\/the-fourth-industrial-revolution-what-it-means-and-how-to-respond\/\" target=\"_blank\" rel=\"noopener noreferrer\">Industry 4.0<\/a>. One of the main limitations of our education system is asymmetrical learning. In a typical classroom, the pace of teaching cannot adapt to different learning capacities and learning levels of the students. However, educational technology (EdTech)&mdash;the use of information and communication technologies (ICT) in the education system&mdash;can bridge the gap between delivering education and making learning effective.<\/p><p class=\"wp-block-paragraph\">The <a href=\"https:\/\/aect.org\" target=\"_blank\" rel=\"noopener noreferrer\">Association for Educational Communications and Technology<\/a>&nbsp;(AECT) defines EdTech as &lsquo;the study and ethical practice of facilitating learning and improving performance by creating, using, and managing appropriate technological processes and resources.&rsquo;<\/p><blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>EdTech isn&rsquo;t just about digitising the content, but rather about providing unlimited access to personalised and customised learning. <\/p><\/blockquote><p class=\"wp-block-paragraph\"><a href=\"https:\/\/idronline.org\/are-we-ready-for-edtech\/\" target=\"_blank\" rel=\"noopener noreferrer\">EdTech<\/a> isn&rsquo;t just about digitising the content, but rather about providing unlimited access to learning which can be personalised and customised. <a href=\"https:\/\/elmlearning.com\/blended-learning-everything-need-know\/\" target=\"_blank\" rel=\"noopener noreferrer\">Blended learning<\/a>, empowered teachers, and standardised quality content alongside a robust monitoring and evaluation system are <a href=\"https:\/\/medium.com\/@jay_edwards\/how-new-edtech-delivery-models-can-help-us-achieve-sdg4-or-make-the-problem-worse-61fdda21e350\" target=\"_blank\" rel=\"noopener noreferrer\">some elements that will be essential<\/a> to achieve <a href=\"https:\/\/sdgs.un.org\/goals\/goal4\" target=\"_blank\" rel=\"noopener noreferrer\">Sustainable Development Goal 4<\/a> which seeks to &lsquo;ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.&rsquo;<\/p><div class=\"idron-article-in-content\" style=\"margin-bottom: 15px;\" id=\"idron-1418809196\"><a href=\"https:\/\/idronline.org\/what-is-idr-answers\/\" target=\"_blank\" aria-label=\"What is IDR Answers Page Banner\"><img src=\"https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1.png\" alt=\"What is IDR Answers Page Banner\"  srcset=\"https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1.png 1250w, https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1-300x60.png 300w, https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1-1024x205.png 1024w, https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1-150x30.png 150w, https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1-768x154.png 768w\" sizes=\"(max-width: 1250px) 100vw, 1250px\" width=\"1250\" height=\"250\"   \/><\/a><\/div><p class=\"wp-block-paragraph\">In the last few years, there has already been an increasing interest from funders and educationists in EdTech. According to <a href=\"https:\/\/inc42.com\/features\/why-do-edtech-startups-fail-in-india-heres-what-investors-think\/\" target=\"_blank\" rel=\"noopener noreferrer\">Datalabs by Inc42<\/a>, between January 2014 and September 2019, more than 4,450 EdTech startups were launched in India. Of this, 25 percent have shut shop while only 4.17 percent have raised funds, despite there being a unicorn in the sector&mdash;<a href=\"https:\/\/byjus.com\" target=\"_blank\" rel=\"noopener noreferrer\">Byju&rsquo;s<\/a>. Globally too, the growing pre-K-12 (a term used to represent pre-kindergarten to grade 12) software market is currently worth <a href=\"https:\/\/www.prnewswire.com\/news-releases\/87bn-of-global-edtech-funding-predicted-through-2030-32bn-last-decade-300994266.html\" target=\"_blank\" rel=\"noopener noreferrer\">more than<\/a> USD 8 billion and is likely to be worth USD 87 billion by 2030.<\/p><blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>The current crisis has made online learning and home-schooling more pertinent than ever.<\/p><\/blockquote><p class=\"wp-block-paragraph\">Moreover, COVID-19 has changed the <a href=\"https:\/\/blogs.worldbank.org\/edutech\/edutech-debates\" target=\"_blank\" rel=\"noopener noreferrer\">debate<\/a> on EdTech from a question of <em>if<\/em> to <em>how<\/em>. The current crisis has made online learning and homeschooling more pertinent than ever, and it has accelerated the adoption of online learning by almost a decade.<\/p><p class=\"wp-block-paragraph\">However, despite <a href=\"https:\/\/blog.dealroom.co\/wp-content\/uploads\/2020\/09\/EdTech-vFINAL.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">increased investor attention<\/a> towards EdTech and significant growth in its adoption by students and education institutes, the return on education (RoE)&mdash;which is a collective measure of outcomes of EdTech&mdash;has not shown any significant improvement. The sector faces the following social and technical challenges:<\/p><h3 class=\"secondlevel heading wp-block-heading\"><strong>Engaging the ecosystem<\/strong><\/h3><p class=\"wp-block-paragraph\">Often, EdTech is mistaken as &lsquo;tech-ed&rsquo;, focusing on technology rather than education. There has been no structured and focused approach by the government and EdTech players in meaningful engagement with all the key stakeholders such as parents, teachers, students, educationists, nonprofits, and technology-based organisations within our education ecosystem.<\/p><figure class=\"wp-block-image\"><picture><source media=\"(max-width: 1366px)\" srcset=\"https:\/\/idronline.org\/wp-content\/uploads\/2021\/02\/Student-sitting-in-a-classroom-with-a-laptop-EdTech-Policy-1-768x576.jpg\"><source media=\"(max-width: 1540px)\" srcset=\"https:\/\/idronline.org\/wp-content\/uploads\/2021\/02\/Student-sitting-in-a-classroom-with-a-laptop-EdTech-Policy-1-1024x768.jpg\"><source media=\"(max-width: 2000px)\" srcset=\"https:\/\/idronline.org\/wp-content\/uploads\/2021\/02\/Student-sitting-in-a-classroom-with-a-laptop-EdTech-Policy-1.jpg\"><img decoding=\"async\" src=\"https:\/\/idronline.org\/wp-content\/uploads\/2021\/02\/Student-sitting-in-a-classroom-with-a-laptop-EdTech-Policy-1.jpg\" alt=\"Student sitting in a classroom with a laptop-EdTech Policy\" width=\"1187\" height=\"890\"><\/source><\/source><\/source><\/picture><figcaption>A National EdTech Policy would provide the necessary impetus to carry forward the momentum of reimagining education in the post-pandemic era. | Picture courtesy: Flickr<\/figcaption><\/figure><h3 class=\"secondlevel heading wp-block-heading\"><strong>Equity and accessibility<\/strong><\/h3><p class=\"wp-block-paragraph\">The focus of EdTech so far has been middle- and upper-class customers in Tier I and Tier II cities. Between 2014 to 2019, startups involved in test and entrance exam preparations and online certification startups accounted for <a href=\"https:\/\/inc42.com\/datalab\/test-prep-online-certification-startups-dominate-vc-funding-india-edtech-market\/\" target=\"_blank\" rel=\"noopener noreferrer\">88 percent<\/a> of the total capital inflow in EdTech. This has skewed the fundamental premise of using technology for equity and accessibility.<\/p><div class=\"idron-content\" id=\"idron-1070524857\"><a href=\"https:\/\/idronline.org\/donate\/\" target=\"_blank\" aria-label=\"donate banner\"><img src=\"https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1.jpg\" alt=\"donate banner\"  srcset=\"https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1.jpg 1250w, https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1-300x60.jpg 300w, https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1-1024x205.jpg 1024w, https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1-150x30.jpg 150w, https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1-768x154.jpg 768w\" sizes=\"(max-width: 1250px) 100vw, 1250px\" width=\"1250\" height=\"250\"   \/><\/a><\/div><h3 class=\"secondlevel heading wp-block-heading\"><strong>Technology infrastructure<\/strong><\/h3><p class=\"wp-block-paragraph\"> Today, the <a href=\"https:\/\/yourstory.com\/2019\/04\/the-6-points-when-choosing-the-tech-stack\" target=\"_blank\" rel=\"noopener noreferrer\">technology stack<\/a> and <a href=\"https:\/\/en.wikipedia.org\/wiki\/Information_technology_architecture%23:~:text=Information%252520technology%252520architecture%252520is%252520the,following%252520formal%252520and%252520informal%252520Information\" target=\"_blank\" rel=\"noopener noreferrer\">architecture<\/a> of any EdTech interface is decided independently, and little thought has been given towards building interoperability and scale. There are multiple platforms built by the <a href=\"https:\/\/www.abpeducation.com\/education-tips\/top-8-government-elearning-platforms-for-students-1.1192917\" target=\"_blank\" rel=\"noopener noreferrer\">government<\/a> and <a href=\"https:\/\/inc42.com\/features\/from-k-12-education-to-test-prep-the-edtech-startups-setting-the-pace-in-india\/\" target=\"_blank\" rel=\"noopener noreferrer\">private players<\/a>, but there is no integrated roadmap.<\/p><h3 class=\"secondlevel heading wp-block-heading\"><strong>Scale and data-driven<\/strong><\/h3><p class=\"wp-block-paragraph\"><strong> <\/strong>Since there aren&rsquo;t any standards set by regulatory bodies, there is no real transparency and evidence available in the outcomes claimed by EdTech startups. The claims are derived from market research and the number of customers, rather than any validation of educational outcomes.<\/p><h3 class=\"wp-block-heading\"><strong>National EdTech Policy: Time to reimagine education<\/strong><\/h3><p class=\"wp-block-paragraph\">The recent <a href=\"https:\/\/www.education.gov.in\/sites\/upload_files\/mhrd\/files\/NEP_Final_English_0.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">National Education Policy<\/a> (NEP 2020) introduced by the Government of India is a comprehensive document that sets aspirational goals to reimagine education in the next three decades. One of the key focus areas of NEP 2020 is leveraging technology for its foundational pillars, namely access, equity, quality, affordability, and accountability.<\/p><blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>A National EdTech Policy can set a roadmap for the stakeholders of the education system.<\/p><\/blockquote><p class=\"wp-block-paragraph\">Given the amount of investment that the sector is attracting, and the potential to scale-up and measure educational outcomes for large sections of society, there is an urgent need for an EdTech policy so that the investment and effort being put by the private players and governments is in alignment with the long-term goals of the NEP 2020.<\/p><p class=\"wp-block-paragraph\">A National EdTech Policy can set a roadmap for the stakeholders of the education system such as policymakers, educationists, teachers, and private players. It should also address issues of infrastructure, ecosystem development, assessment, learning, and teaching&mdash;alongside the systemic issues of access, affordability,  and collaborative outcomes.<\/p><p class=\"wp-block-paragraph\">If we are to address the multiple challenges of the sector, the following areas need special attention:<\/p><h3 class=\"secondlevel heading wp-block-heading\"><strong>Public-private partnership (PPP) model to bridge the digital divide<\/strong><\/h3><p class=\"wp-block-paragraph\"><strong> <\/strong>The digital divide in India has become starkly visible due to COVID-19. While there are no hard numbers on this, a <a href=\"https:\/\/indianexpress.com\/article\/education\/five-months-and-counting-digital-divide-continues-to-keep-ews-students-away-from-classes-6568989\/\" target=\"_blank\" rel=\"noopener noreferrer\">conservative<\/a> estimate shows that around 30 percent of students do not possess the infrastructure to pursue online learning. Heart-wrenching stories of families selling valuables to buy an old phone, or students sitting on a treetop to attend lessons are aplenty. Even the Delhi state government has acknowledged that more than <a href=\"https:\/\/www.indiatoday.in\/education-today\/news\/story\/15-delhi-govt-school-students-untraceable-in-lockdown-not-attending-online-classes-manish-sisodia-1710030-2020-08-11\" target=\"_blank\" rel=\"noopener noreferrer\">15 percent<\/a> students in its government schools were untraceable.<\/p><blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>A conservative estimate shows that around 30 percent of students do not possess the infrastructure to pursue online learning.<\/p><\/blockquote><p class=\"wp-block-paragraph\">Though&nbsp;the telecom network has grown exponentially in the country, both the public (government-owned <a href=\"https:\/\/www.bsnl.co.in\/\" target=\"_blank\" rel=\"noopener noreferrer\">BSNL<\/a>) and private network infrastructure is still woefully inadequate to facilitate media-heavy education content. As per <a href=\"https:\/\/www.trai.gov.in\/sites\/default\/files\/PIR_30062020.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">TRAI reports<\/a>, there are still 500 million users who have a 2G network, primarily in rural India.<\/p><p class=\"wp-block-paragraph\">The World Bank&rsquo;s <a href=\"https:\/\/openknowledge.worldbank.org\/bitstream\/handle\/10986\/33585\/Guidance-Note-on-Remote-Learning-and-COVID-19.pdf?sequence=1&amp;isAllowed=y%23:~:text=The%252520World%252520Bank%252520is%252520actively,designing%252520and%252520executing%252520remote%252520learning.\" target=\"_blank\" rel=\"noopener noreferrer\">guidance note<\/a> on remote learning provides a good short-term and long-term roadmap for the appropriate EdTech infrastructure required to bridge India&rsquo;s digital divide. Some innovative methods to address low internet connectivity include: education television (edTV) and education radio (edRadio) for broadcasting live classes, pre-recorded audio lessons using a landline or basic mobile-based <a href=\"https:\/\/en.wikipedia.org\/wiki\/Interactive_voice_response\" target=\"_blank\" rel=\"noopener noreferrer\">Interactive Voice Response System<\/a>, tablets, and USBs pre-loaded with education content delivered to students in remote areas, and even basic conference calls for interactive discussions. Leveraging PPPs can help in the development and deployment of such platforms, apps, and content.<\/p><h3 class=\"secondlevel heading wp-block-heading\"><strong>Regional content<\/strong><\/h3><p class=\"wp-block-paragraph\">There are <a href=\"https:\/\/indianexpress.com\/article\/india\/more-than-19500-mother-tongues-spoken-in-india-census-5241056\/\" target=\"_blank\" rel=\"noopener noreferrer\">22 scheduled languages<\/a> and 13 scripts in India, but the content being developed by EdTech startups is <a href=\"http:\/\/www.businessworld.in\/article\/EdTech-Evolution-Recap-Of-Top-2019-Trends-And-Those-Expected-To-Rule-2020\/14-01-2020-182013\/\" target=\"_blank\" rel=\"noopener noreferrer\">predominantly in English.<\/a> NEP 2020 has again re-emphasised the need to create content in regional languages. A comprehensive content guideline can be used to create standardised and multilingual content.<\/p><h3 class=\"secondlevel heading wp-block-heading\"><strong>Open license<\/strong><\/h3><p class=\"wp-block-paragraph\"><strong> <\/strong>There are many EdTech platforms developed by public and private organisations, but technology and IP restrictions render them unsuitable for large-scale deployment. The <a href=\"https:\/\/resources.whitesourcesoftware.com\/blog-whitesource\/open-source-licenses-explained\" target=\"_blank\" rel=\"noopener noreferrer\">open-source licensing model<\/a> is essential to rapidly transform the education landscape. An open license enables educational institutes, nonprofits, and public institutions working at the grassroots to have access to standardised and cross-functional technology at low cost. Revenue losses incurred by organisations providing open licenses can be compensated along the lines of <a href=\"https:\/\/economictimes.indiatimes.com\/what-is-access-deficit-charge\/articleshow\/230105.cms?from=mdr%23:~:text=Access%252520Deficit%252520Charge%25253F-,The%252520Access%252520Deficit%252520Charge%252520(ADC)%252520is%252520a%252520concept%252520enunciated%252520by,order%252520in%252520January%252520this%252520year.&amp;text=Calculations%252520suggested%252520that%252520hiking%252520prices,make%252520telecom%252520unaffordable%252520for%252520many.\" target=\"_blank\" rel=\"noopener noreferrer\">ADC charges<\/a> in telecom, where operators are compensated for providing services in rural areas.<\/p><h3 class=\"secondlevel heading wp-block-heading\"><strong>Responsible use<\/strong><\/h3><p class=\"wp-block-paragraph\">The rapid proliferation of EdTech initiatives has created concerns around data privacy and security. Most EdTech users are minors, and there is an urgent requirement for a policy that elucidates the responsible use of data for all the stakeholders in this sector.<\/p><p class=\"wp-block-paragraph\">India is poised at a critical juncture of technological transformation in the education sector. This is reminiscent of 1999, when the <a href=\"https:\/\/dot.gov.in\/new-telecom-policy-1999\" target=\"_blank\" rel=\"noopener noreferrer\">new telecom policy<\/a> was launched. It set the stage for exponential growth in telecom in the country, and tele-density&mdash;the number of phones per 100 people&mdash;improved from <a href=\"https:\/\/trai.gov.in\/sites\/default\/files\/A_TwentyYear_Odyssey_1997_2017.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">two percent to 90 percent<\/a>, a number higher than many developed nations.<\/p><p class=\"wp-block-paragraph\">In the last nine months, we have witnessed an unprecedented adaptation of EdTech in education. Solutions which were built for a single school were suddenly being used for state-level rollouts. WhatsApp groups meant for social conversations were transformed into online classrooms. A rural teacher who was uncomfortable preparing a simple Word document was able to pick up multimedia presentation skills almost overnight. All possible modes of communications were used to reach out to the students.
