{"id":1759,"date":"2020-05-06T16:00:06","date_gmt":"2020-05-06T16:00:06","guid":{"rendered":"https:\/\/idronline.org\/2020\/12\/23\/is-jan-dhan-money-actually-reaching-people\/"},"modified":"2025-11-10T17:16:42","modified_gmt":"2025-11-10T11:46:42","slug":"is-jan-dhan-money-actually-reaching-people","status":"publish","type":"post","link":"https:\/\/idronline.org\/kn-in\/is-jan-dhan-money-actually-reaching-people\/","title":{"rendered":"Is Jan Dhan money actually reaching people?"},"content":{"rendered":"<?xml encoding=\"utf-8\" ?><p>Soon after the nationwide lockdown was enforced due to COVID-19, Finance Minister Nirmala Sitharaman announced that all account holders under the <a href=\"https:\/\/pmjdy.gov.in\/\" target=\"_blank\" rel=\"noopener noreferrer\">Pradhan Mantri Jan Dhan Yojana<\/a> (PMJDY) (also known as Jan Dhan account, or JD account) would receive cash transfers of INR 500 every month, for three months. It was reported that in April, more than <a href=\"https:\/\/www.livemint.com\/news\/india\/money-transfered-into-20-5-crore-women-jan-dhan-account-safe-says-finmin-11586829088582.html\" target=\"_blank\" rel=\"noopener noreferrer\">20 crore<\/a> accounts had received the transfer. This month, the disbursal for the <a href=\"https:\/\/www.hindustantimes.com\/india-news\/women-jan-dhan-account-holders-start-getting-second-instalment-of-rs-500-from-today\/story-6h05Lq93MtRgQcUwu3tVZL.html\" target=\"_blank\" rel=\"noopener noreferrer\">second instalment<\/a> started on May 4th and will be staggered over five days to avoid overcrowding at banks.<\/p><p>However, there have also been <a href=\"https:\/\/idronline.org\/website-admin\/ground-up-stories\/making-the-poor-pay\/\" target=\"_blank\" rel=\"noopener noreferrer\">reports<\/a> of problems in accessing the money, especially in remote areas. To get more clarity about the situation on the ground regarding cash transfers to JD accounts and withdrawal by account holders, the <a href=\"https:\/\/twitter.com\/rapid_to\" target=\"_blank\" rel=\"noopener noreferrer\">Rapid Community Response to COVID-19<\/a> (RCRC) coalition conducted a rapid assessment survey.<\/p><p>Initially piloted by <a href=\"https:\/\/www.facebook.com\/ibtadango\/\" target=\"_blank\" rel=\"noopener noreferrer\">Ibtada <\/a>in Alwar, Rajasthan, <a href=\"https:\/\/idronline.org\/wp-content\/uploads\/2020\/05\/RCRC_Jan-Dhan-DBT-Status-Report.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">the survey<\/a>&nbsp;was expanded to 50 districts across eight states (Andhra Pradesh, Bihar, Gujarat, Karnataka, Madhya Pradesh, Maharashtra, Odisha, and Rajasthan), with a total of 10,992 women JD account holders. Notably, even in some remote parts of the country, such as in the tribal districts of Odisha, 90 percent of the JD accounts were operational. Other prominent ways that the respondents got this information was through <a href=\"https:\/\/www.india.gov.in\/online-payment-service-e-mitra\" target=\"_blank\" rel=\"noopener noreferrer\">e-Mitras<\/a>, visits to e-service centres, and visits to banks.<\/p><p>\n<div id=\"attachment_19568\" style=\"width: 1034px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-19568\" class=\"wp-image-19568 size-large\" src=\"https:\/\/idronline.org\/wp-content\/uploads\/2021\/01\/Slide3-1024x576.jpg\" alt=\"How were you informed?\" width=\"1024\" height=\"576\"><p id=\"caption-attachment-19568\" class=\"wp-caption-text\">Source: Rapid Community Response to COVID-19<\/p><\/div>\n<\/p><p>Responses to this question saw significant disparities among the eight states. For instance, in Andhra Pradesh, more than 50 percent of the respondents received this information from banking correspondents, whereas in Odisha, Karnataka, and Maharashtra, the proportion of people getting this information by visiting their banks was higher than the overall average.<\/p><p>\n<div id=\"attachment_19569\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><img decoding=\"async\" aria-describedby=\"caption-attachment-19569\" class=\"wp-image-19569 size-large\" src=\"https:\/\/idronline.org\/wp-content\/uploads\/2021\/01\/Slide4-1024x576.jpg\" alt=\"State-wise sources of information\" width=\"1024\" height=\"576\"><p id=\"caption-attachment-19569\" class=\"wp-caption-text\">Source: Rapid Community Response to COVID-19<\/p><\/div>\n<\/p><h3>Most people who received the money have already withdrawn it<\/h3><p>About 76 percent of the respondents who had received the cash transfer said that they have already withdrawn the amount. The rate of withdrawal also varied among states&mdash;in Bihar and Maharashtra, more than 90 percent of the respondents had withdrawn the money, while in Karnataka the number was less than 50 percent.<\/p><p>When asked why they had not withdrawn the money yet, respondents cited a range of reasons. A third of them said that they could not withdraw it because of the lockdown, although the cash transfer was made to help them during the lockdown. Twelve percent of the respondents also said that they had not withdrawn the money because they did not need it at the time.<\/p><p>\n<div id=\"attachment_19570\" style=\"width: 1034px\" class=\"wp-caption aligncenter\"><img decoding=\"async\" aria-describedby=\"caption-attachment-19570\" class=\"wp-image-19570 size-large\" src=\"https:\/\/idronline.org\/wp-content\/uploads\/2021\/01\/Slide5-1024x576.jpg\" alt=\"Why was money not withdrawn\" width=\"1024\" height=\"576\"><p id=\"caption-attachment-19570\" class=\"wp-caption-text\">Source: Rapid Community Response to COVID-19<\/p><\/div>\n<\/p><p>Of the respondents who have withdrawn the money, 45 percent did it through e-Mitras or <a href=\"http:\/\/olm.nic.in\/sites\/default\/files\/bank_mitra.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Bank Mitras<\/a>, 33 percent of them visited the bank, 19 percent availed of the services of bank correspondents, and only three percent withdrew it from ATMs.<\/p><p>\n<div id=\"attachment_19571\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><img decoding=\"async\" aria-describedby=\"caption-attachment-19571\" class=\"wp-image-19571 size-large\" src=\"https:\/\/idronline.org\/wp-content\/uploads\/2021\/01\/Slide6-1024x576.jpg\" alt=\"How was money withdrawn\" width=\"1024\" height=\"576\"><p id=\"caption-attachment-19571\" class=\"wp-caption-text\">Source: Rapid Community Response to COVID-19<\/p><\/div>\n<\/p><p>Again, there was disparity among states. No respondents withdrew the money from e-Mitras or Bank Mitras in Karnataka, where the most popular method was visiting the bank. This was also the most common response from Bihar and Gujarat.
