With more than half of CSR spends being directed towards the PM-CARES Fund and other COVID-19 relief efforts, it also appears that CSR is <a href=\"https:\/\/idronline.org\/website-admin\/csr-is-unlikely-to-fund-new-grantees-this-year\/\" target=\"_blank\" rel=\"noopener noreferrer\">unlikely to fund new grantees<\/a> in FY 2020-21.<\/p><p>What does this mean for nonprofits, who are also in crisis mode post-COVID-19 and rely heavily on CSR funding? To help answer this question and get a better sense of CSR priorities, Sattva&rsquo;s <a href=\"https:\/\/www.indiadatainsights.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">India Data Insights<\/a> report on <a href=\"https:\/\/www.sattva.co.in\/insight\/covid-19-in-india-csr-outlook-for-2020-21\/\" target=\"_blank\" rel=\"noopener noreferrer\">CSR&rsquo;s COVID-19 Response and Outlook for FY 2020-21<\/a> lays out CSR spends by industry, geography, and modes of implementation. Here are their findings:<\/p><h3>A closer look at the slices of the pie<\/h3><p>The annual average CSR budget in India is roughly INR 15,000 crore, of which the top 300 companies contribute two-thirds&mdash;INR 10,000 crore. From the CSR announcements made by these companies, in addition to collaborative contributions, it can be seen that more than half the annual CSR budget&mdash;INR 7,863 crore&mdash;has been allocated towards COVID-19 relief measures. A large proportion of this amount has been allocated towards the PM-CARES Fund, specifically, INR 5,324 crore.<\/p><div class=\"idron-article-in-content\" style=\"margin-bottom: 15px;\" id=\"idron-3226798008\"><a href=\"https:\/\/idronline.org\/what-is-idr-answers\/\" target=\"_blank\" aria-label=\"What is IDR Answers Page Banner\"><img src=\"https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1.png\" alt=\"What is IDR Answers Page Banner\"  srcset=\"https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1.png 1250w, https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1-300x60.png 300w, https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1-1024x205.png 1024w, https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1-150x30.png 150w, https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1-768x154.png 768w\" sizes=\"(max-width: 1250px) 100vw, 1250px\" width=\"1250\" height=\"250\"   \/><\/a><\/div><p>\n<div id=\"attachment_21131\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><img decoding=\"async\" aria-describedby=\"caption-attachment-21131\" class=\"wp-image-21131 size-large\" src=\"https:\/\/idronline.org\/wp-content\/uploads\/2021\/01\/Slide1-1-2-1024x576.jpg\" alt=\"CSR's COVID-19 response\" width=\"1024\" height=\"576\"><p id=\"caption-attachment-21131\" class=\"wp-caption-text\">Source: Sattva&rsquo;s COVID-19 CSR Outlook for 2020-21<\/p><\/div>\n<\/p><p>Public sector units (PSUs) that collectively have an average annual CSR budget of INR 3,000 crore have donated INR 2,507 crore to PM-CARES, and private companies that typically have an average annual CSR budget of INR 12,000 crore have donated around INR 2,817 crore to PM-CARES.<\/p><p>Historically, the <a href=\"https:\/\/pmnrf.gov.in\/en\/\" target=\"_blank\" rel=\"noopener noreferrer\">PM National Relief Fund<\/a> has received INR 200 crore annually though CSR contributions. The PM-CARES Fund has managed to garner more than 25 times this amount in a much shorter time frame.<\/p><blockquote><p>The PM-CARES Fund is rife with issues pertaining to transparency and accountability.<\/p><\/blockquote><p>The fund is rife with issues pertaining to transparency and accountability, along with a general lack of clarity over the control and use of money donated to it. After a law student from Bangalore <a href=\"https:\/\/www.firstpost.com\/india\/pm-cares-not-a-public-authority-under-rti-act-pmo-rejects-application-seeking-fund-details-will-appeal-says-law-student-8430551.html\" target=\"_blank\" rel=\"noopener noreferrer\">filed an RTI application<\/a> seeking details about the fund, it&rsquo;s trust deed, and government orders related to its creation and functioning, the Prime Minister announced that the fund is <a href=\"https:\/\/thewire.in\/government\/pm-cares-fund-not-a-public-authority-rti-act-pmo\" target=\"_blank\" rel=\"noopener noreferrer\">not a &lsquo;public authority&rsquo;<\/a> and does not fall under the ambit of the RTI Act, and proceeded to appoint an <a href=\"https:\/\/thewire.in\/government\/pm-cares-fund-now-has-independent-auditor-but-remains-beset-by-lack-of-transparency\" target=\"_blank\" rel=\"noopener noreferrer\">&lsquo;independent auditor&rsquo;<\/a> to monitor the fund.<\/p><p>So, while CSR funds that can be channelled towards nonprofits do remain, PM-CARES has funnelled away a large amount of capital away from nonprofits.<\/p><p><a class=\"sidebar-related-article\" href=\"https:\/\/idronline.org\/website-admin\/pm-cares-yes-or-no\/\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Related article: Six things to consider about PM-CARES<\/strong><\/a><\/p><div class=\"idron-content\" id=\"idron-1919255744\"><a href=\"https:\/\/idronline.org\/donate\/\" target=\"_blank\" aria-label=\"donate banner\"><img src=\"https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1.jpg\" alt=\"donate banner\"  srcset=\"https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1.jpg 1250w, https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1-300x60.jpg 300w, https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1-1024x205.jpg 1024w, https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1-150x30.jpg 150w, https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1-768x154.jpg 768w\" sizes=\"(max-width: 1250px) 100vw, 1250px\" width=\"1250\" height=\"250\"   \/><\/a><\/div><h3>A closer look at the financiers<\/h3><p>Private industrial conglomerates have committed the largest amount of money to COVID-19 relief, with INR 1,830 crore donated to PM-CARES and INR 1,300 crore committed to other relief measures.<\/p><p>The oil, gas, petroleum, and energy sectors (largely dominated by PSUs) come next, having donated INR 1,600 crore to PM-CARES and committed INR 18 crore to other COVID-19 provisions. The banking (largely private) and mining (largely public) sectors have near identical contributions of around INR 530 crore to PM-CARES and INR 100 crore to other relief measures respectively.<\/p><p>It can be seen that while the energy, banking, mining, manufacturing, telecom, real estate, and other sectors are very heavily skewed towards contributing more to PM-CARES, the automobile, IT, FMCG, and pharmaceutical sectors have committed more towards other relief efforts.<\/p><p>\n<div id=\"attachment_21148\" style=\"width: 1034px\" class=\"wp-caption alignnone\"><img decoding=\"async\" aria-describedby=\"caption-attachment-21148\" class=\"wp-image-21148 size-large\" src=\"https:\/\/idronline.org\/wp-content\/uploads\/2021\/01\/Slide2-2-1024x576.jpg\" alt=\"CSR's COVID-19 response by industry\" width=\"1024\" height=\"576\"><p id=\"caption-attachment-21148\" class=\"wp-caption-text\">Source: Sattva&rsquo;s COVID-19 CSR Outlook for 2020-21<\/p><\/div>\n<\/p><h3>A closer look at where the money is going<\/h3><p>Geographically, the central and eastern parts of India receive less than 10 percent of CSR spends, combined. Their biggest contributors are PSUs in the mining, energy, oil, and gas industries.
