Media platforms, online advertising, <a href=\"https:\/\/www.nber.org\/papers\/w25589\" target=\"_blank\" rel=\"noopener noreferrer\">celebrity endorsements<\/a> to influence public opinion, public service messages over the phone (such as India&rsquo;s<a href=\"https:\/\/www.thehindu.com\/news\/national\/covid-19-telcos-using-caller-tune-to-spread-awareness\/article31021831.ece\" target=\"_blank\" rel=\"noopener noreferrer\"> COVID-19 caller tune<\/a>), text message blasts (such as the Kerala government&rsquo;s <a href=\"https:\/\/www.business-standard.com\/article\/pti-stories\/sms-alert-for-creating-awareness-on-covid-19-launched-120031700798_1.html\" target=\"_blank\" rel=\"noopener noreferrer\">SMS campaign<\/a> on COVID-19), or a combination of these elements can be used.<\/p><p>However, in a country like India, despite large <a href=\"http:\/\/www.cbhidghs.nic.in\/showfile.php?lid=1147\" target=\"_blank\" rel=\"noopener noreferrer\">annual spending<\/a> by the government on health-promoting information campaigns, there exists a low demand for highly effective health products such as <a href=\"http:\/\/www.cbhidghs.nic.in\/showfile.php?lid=1147\" target=\"_blank\" rel=\"noopener noreferrer\">contraceptives<\/a>,<a href=\"https:\/\/theprint.in\/india\/governance\/more-than-90-of-indian-car-passengers-risk-their-safety-by-not-using-rear-seat-belts\/176822\/\" target=\"_blank\" rel=\"noopener noreferrer\"> seat belts<\/a>, or <a href=\"https:\/\/www.healthaffairs.org\/doi\/full\/10.1377\/hlthaff.2011.0405\" target=\"_blank\" rel=\"noopener noreferrer\">certain vaccines.<\/a><\/p><p>This could be due to a lack of awareness&mdash;either about the potential benefits of these products or about the adverse consequences of not adhering to health directives. Lack of demand may also be due to existing social norms, general misinformation, or behavioural biases that make individuals <a href=\"https:\/\/www.behavioraleconomics.com\/resources\/mini-encyclopedia-of-be\/present-bias\/\" target=\"_blank\" rel=\"noopener noreferrer\">less likely<\/a> to invest time or money in the present in order to realise a future benefit.<\/p><div class=\"idron-article-in-content\" style=\"margin-bottom: 15px;\" id=\"idron-522203548\"><a href=\"https:\/\/idronline.org\/what-is-idr-answers\/\" target=\"_blank\" aria-label=\"What is IDR Answers Page Banner\"><img src=\"https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1.png\" alt=\"What is IDR Answers Page Banner\"  srcset=\"https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1.png 1250w, https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1-300x60.png 300w, https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1-1024x205.png 1024w, https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1-150x30.png 150w, https:\/\/idronline.org\/wp-content\/uploads\/2024\/09\/What-is-IDR-Answers-Page-Banner-1-768x154.png 768w\" sizes=\"(max-width: 1250px) 100vw, 1250px\" width=\"1250\" height=\"250\"   \/><\/a><\/div><p>While COVID-19 cases surge in countries around the world and governments contemplate the rollout of vaccination drives, it is useful to think of <em>how<\/em> providing information can promote desirable behavioural changes.<\/p><p>Today, as an <a href=\"https:\/\/www.who.int\/news\/item\/23-09-2020-managing-the-covid-19-infodemic-promoting-healthy-behaviours-and-mitigating-the-harm-from-misinformation-and-disinformation\" target=\"_blank\" rel=\"noopener noreferrer\">infodemic<\/a> rages alongside the pandemic, behaviour change decisions may depend on a critical factor: The <a href=\"https:\/\/web.stanford.edu\/~jacksonm\/nettipping.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">distribution<\/a> of similar choices among peers such as friends, colleagues, acquaintances, and community members. Here&rsquo;s how:<\/p><h3 class=\"wp-block-heading\"><strong>Nudging behaviour through trusted peer networks<\/strong><\/h3><p>In a media environment characterised by complicated and often conflicting stories, trust in a source of information is paramount. <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC4834910\/\" target=\"_blank\" rel=\"noopener noreferrer\">Research<\/a> finds that information acquired through our peer network can result in <a href=\"https:\/\/www.aeaweb.org\/conference\/2017\/preliminary\/paper\/N36Ben7N\" target=\"_blank\" rel=\"noopener noreferrer\">substantial changes<\/a> to our beliefs, since we tend to trust these sources a great deal.<\/p><p>In a recent randomised evaluation on the impact of information campaigns on behaviour change, researchers sent out 2.5 minute video clips to 25 million individuals in West Bengal, India. These clips were a part of a <a href=\"https:\/\/web.stanford.edu\/~arungc\/BABCCDGO.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">celebrity messaging campaign<\/a> that promoted health-preserving behaviour to combat COVID-19. It featured a local celebrity who encouraged healthy behaviours such as physical distancing, washing hands, and reporting symptoms to community health workers.<\/p><figure class=\"wp-block-image\"><picture><source media=\"(max-width: 1366px)\" srcset=\"https:\/\/idronline.org\/wp-content\/uploads\/2021\/01\/Graphic-of-COVID-19-sanitizer-mask-vaccine_Pixabay-resized-768x463.jpg\"><source media=\"(max-width: 1540px)\" srcset=\"https:\/\/idronline.org\/wp-content\/uploads\/2021\/01\/Graphic-of-COVID-19-sanitizer-mask-vaccine_Pixabay-resized.jpg\"><source media=\"(max-width: 2000px)\" srcset=\"https:\/\/idronline.org\/wp-content\/uploads\/2021\/01\/Graphic-of-COVID-19-sanitizer-mask-vaccine_Pixabay-resized.jpg\"><img decoding=\"async\" src=\"https:\/\/idronline.org\/wp-content\/uploads\/2021\/01\/Graphic-of-COVID-19-sanitizer-mask-vaccine_Pixabay-resized.jpg\" alt=\"Graphic of COVID-19, sanitizer, mask, vaccine-information\" width=\"851\" height=\"513\"><\/source><\/source><\/source><\/picture><figcaption>Amid a public health crisis like this, effective communication and subsequent behaviour change hinges on individuals&rsquo; trust in a source of information. | Picture courtesy: Pixabay<\/figcaption><\/figure><p>The study found that the video clips managed to double the reporting of health symptoms to community health workers and decrease travel outside one&rsquo;s village. Moreover, the magnitude of the behaviour change was similar between those who received the video messages and others in the community who did not, suggesting significant diffusion of the video&rsquo;s messaging among community members.<\/p><div class=\"idron-content\" id=\"idron-2480788503\"><a href=\"https:\/\/idronline.org\/donate\/\" target=\"_blank\" aria-label=\"donate banner\"><img src=\"https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1.jpg\" alt=\"donate banner\"  srcset=\"https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1.jpg 1250w, https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1-300x60.jpg 300w, https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1-1024x205.jpg 1024w, https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1-150x30.jpg 150w, https:\/\/idronline.org\/wp-content\/uploads\/2023\/08\/Donate-banner-1-768x154.jpg 768w\" sizes=\"(max-width: 1250px) 100vw, 1250px\" width=\"1250\" height=\"250\"   \/><\/a><\/div><blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>A short message by a respected, well-known public figure can nudge people&rsquo;s behaviour.<\/p><\/blockquote><p>These results suggest that even when people are inundated with health advisories, a short message by a respected, well-known public figure can nudge people&rsquo;s behaviour. Both recipients as well as non-recipients of the message benefit, by virtue of the latter observing the former&rsquo;s behaviours, and then doing the same.<\/p><h3 class=\"wp-block-heading\"><strong>Mobilising &lsquo;<\/strong><strong>gossips<\/strong><strong>&rsquo; to promote healthy behaviors<\/strong><\/h3><p>In Haryana, a state in India with <a href=\"http:\/\/rchiips.org\/nfhs\/nfhs-4Reports\/India.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">historically<\/a> low levels of immunisation among children, researchers, in 2016-2017, experimented with information campaigns. They deployed <a href=\"https:\/\/www.povertyactionlab.org\/evaluation\/using-social-networks-spread-word-mouth-information-campaigns-rural-india\" target=\"_blank\" rel=\"noopener noreferrer\">information campaigns<\/a> across multiple channels to spread awareness about local immunisation camps over the course of a year. This included sending text message blasts with vaccination reminders to participants in the study, as well as diffusing information through existing village networks.<\/p><blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>These &lsquo;gossips&rsquo; were well-connected and trusted individuals who could be used to actively spread information to several villagers.<\/p><\/blockquote><p>Details regarding these camps (along with information about vaccination benefits) were planted in villages, either through randomly selected community members or through &lsquo;gossips&rsquo;. These &lsquo;gossips&rsquo; were well-connected and trusted individuals (nominated by community members themselves) who could be used to actively spread information to several villagers.<\/p><p>Researchers found that in villages that deployed &lsquo;gossips&rsquo;, an average of 23 children attended each monthly immunisation camp during the programme. This was an increase of 27 percent compared to villages with randomly selected information seeds, an effect that persisted for the <a href=\"https:\/\/web.stanford.edu\/~arungc\/BCDJ_gossip.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">entire duration<\/a> of the programme. Moreover, the study also found that despite text messages reaching a large number of people, they did not lead to increased immunisation. At least 34 individuals on average received direct text message reminders, while only six &lsquo;gossips&rsquo; were contacted in every village, reinforcing that trust and community networks can make for more effective tools for information campaigns.<\/p><p>Studies evaluating the impact of peer influence on various other health behaviours in other parts of the world have found similarly encouraging results. For example, we&rsquo;ve seen this through the <a href=\"https:\/\/pubmed.ncbi.nlm.nih.gov\/10619691\/\" target=\"_blank\" rel=\"noopener noreferrer\">adoption of contraceptives<\/a> among women in Bangladesh, the <a href=\"https:\/\/www.povertyactionlab.org\/evaluation\/role-exposure-social-networks-and-marketing-messages-households-willingness-pay-malaria\" target=\"_blank\" rel=\"noopener noreferrer\">use of bed nets<\/a> for malaria prevention in Kenya, and <a href=\"https:\/\/elibrary.worldbank.org\/doi\/abs\/10.1596\/1813-9450-6257\" target=\"_blank\" rel=\"noopener noreferrer\">handwashing campaigns<\/a> in Peru.<\/p><h3 class=\"wp-block-heading\"><strong>Designing effective information campaigns<\/strong><\/h3><p>As the COVID-19 pandemic persists, governments face the challenge of promoting preventive behaviours such as handwashing and mask-wearing among millions of citizens. Simultaneously, they must ensure that enough individuals <a href=\"https:\/\/www.economist.com\/by-invitation\/2020\/11\/30\/katy-milkman-on-how-to-nudge-people-to-accept-a-covid-19-vaccine\" target=\"_blank\" rel=\"noopener noreferrer\">choose<\/a> to get themselves vaccinated, in order to achieve herd immunity.<\/p><blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Information campaigns aiming to create behaviour change should include community-driven approaches as well.<\/p><\/blockquote><p>As we embark on another mass vaccination campaign, it is helpful to think about strategies that have worked in the past, particularly India&rsquo;s <a href=\"https:\/\/www.unicef.org\/media\/media_7552.html\" target=\"_blank\" rel=\"noopener noreferrer\">polio eradication campaign<\/a>. National and state governments successfully vaccinated nearly 200 million children every year by partnering with international organisations, local bodies, and celebrities, to <a href=\"https:\/\/iple.unicef.in\/category\/index\/media-advocacy-1\" target=\"_blank\" rel=\"noopener noreferrer\">raise awareness<\/a> through advocacy campaigns. Currently, the COVID-19 vaccine <a href=\"https:\/\/www.mohfw.gov.in\/pdf\/Covid19CommunicationStrategy2020.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">communication strategy<\/a> laid out by the Ministry of Health and Family Welfare aims to alleviate public apprehension about the vaccine. It also aims to encourage its uptake by disseminating timely, accurate, and transparent information. This is broadly planned to be achieved through expert endorsements, the establishment of a response cell to make sense of media discourse, and deploying frontline workers to engage directly with the community.&nbsp;<\/p><p>Amid a public health crisis like this, effective communication and subsequent behaviour change hinges on individuals&rsquo; trust in a source of information. At a time when conflicting claims inundate the media, the inherent trust among community members makes peer-to-peer transmission a powerful information vehicle.
