मी उत्तर प्रदेशातील झाँसी जिल्ह्यातील पाली डेली नावाच्या छोट्या खेडेगावातील आहे. गावाच्या मुख्य कार्यालयापासून फक्त 15 किलोमीटर आत असलेला हा भाग, एकेकाळी जमीन मालकांच्या ताब्यात होता. आणि तिथे माझ्या समाजातील, सहारिया आदिवासींची 68 कुटुंबे राहत होती. त्यांनी आपल्या हक्कांसाठी संघर्ष केला आणि काही अंशी अजूनही संघर्ष करत आहेत.<\/p>

मी 2016 पासून एकता परिषद या जल, जंगल, जमीन या मुद्द्यांवर काम करणाऱ्या संस्थेशी संलग्न आहे. माझे वडील 2014 मध्ये निधन पावले. त्यानंतर या स्वयंसेवी संस्थेच्या स्थानिक समन्वयकांनी माझ्या आईला भेट देऊन मला माझ्या समुदायासाठी काम करण्याची शिफारस केली.<\/p>

इथे अनेक समस्या आहेत—जसे की महिलांना पंचायतीमध्ये सहभागी होऊ न देणे, शिक्षणाचा अभाव, मुलांचे कामासाठी स्थलांतर, तसेच निवासी सुविधा आणि पाण्याची कमतरता. हे सर्व समजून घेत असताना, मी आवाज उठवायला शिकले आणि इतरांनाही त्यांचा आवाज उठवण्यासाठी उद्युक्त करायला शिकले.<\/p>

मी 10 गावांमध्ये महिलांचे सक्षमीकरण, जंगलाशी संबंधित प्रश्न आणि शिक्षण या विषयांवर काम करते. शेजारील मध्य प्रदेश राज्याने वन अधिकार कायद्याच्या (FRA) अंमलबजावणीत लक्षणीय प्रगती केली आहे, पण उत्तर प्रदेश या बाबतीत खूप मागे राहिले आहे. हे काम अत्यंत आवश्यक होते.<\/p>

या खाणकामांमुळे त्रस्त होऊन समुदायाने ग्रामसभेची एक रिकामी जागा शोधली आणि तिथे लोकांच्या कल्याणासाठी काम करणारी एक समिती स्थापन केली. आमच्या समुदायातील केशर बाई यांच्याकडे समितीचे नेतृत्व दिले. आम्ही एकत्र येऊन झोपड्या बांधल्या.<\/p>

2007 मध्ये, आमचे वनाधिकार, घर, पाणी व स्वच्छता यासारख्या मूलभूत सोयी मिळाव्या, आणि बांधलेल्या मजुरीतून मुक्तता मिळावी म्हणून, एकता परिषदेने आयोजित केलेल्या आंदोलनात आम्ही भाग घेतला. हे सोपे मुळीच नव्हते. आम्हाला जवळच्याच दगडाच्या खाणींमध्ये काम करणाऱ्या काही व्यक्तींनी आणि सरकारी अधिकाऱ्यांनी खूप त्रास दिला. दगड फोडण्यासाठी डायनामाईट आणि स्फोटकांचा वापर केला गेला, ज्यामुळे सहारिया कुटुंबांना गंभीर त्रासाला सामोरे जावे लागले.<\/p>

गाव समितीने आंदोलन करण्याचा निर्णय घेतला, जेणेकरून वरिष्ठ अधिकाऱ्यांना घटनास्थळी यावे लागेल. एक दिवस, जेव्हा उपविभागीय दंडाधिकारी (SDM) गावात आले, तेव्हा केशर बाईंनी त्यांना खाणीच्या खड्ड्यात उतरायला सांगितले आणि म्हणाल्या, “सर, आता तुम्हीच पहा कि इथे काय होते ते.” तेव्हाच स्फोटाचा मोठ्ठा आवाज ऐकू आला. प्रशासनाला लगेचच तिथे राहण्याचा धोका समजला आणि SDM यांनी तत्काळ स्फोटकांचा वापर थांबवण्याचे आदेश दिले.<\/p>

तरीही काही प्रमाणात खाणकाम अजूनही सुरूच आहे आणि आमचे वनाधिकार अजूनही मान्य झालेले नाहीत. आज, जंगलाच्या जमिनीवर राहणाऱ्या आणि शेती करणाऱ्या 30vगावांतील सहारिया कुटुंबांना जबरदस्तीने हटवले जात आहे. शेजारच्या झालावर (ललितपूर जिल्हा) गावात, जिथे लोकांचे वैयक्तिक वनाधिकार मान्य झाले होते आणि ज्यांची 100 एकरांपेक्षा जास्त शेजमीन होती, त्यांच्या घरांनाही वनविभागाने जाळून टाकले. समुदायाने विरोध केल्यावर, त्यांच्यावरच गुन्हे दाखल करण्यात आले.<\/p>

इतर गावकरी आम्हाला मदत करत नाहीत. त्यांचे म्हणणे असे कि आदिवासींकडे आता लाखो रुपयाच्या जमीनी आहेत आणि शेतीमधून आता ते चांगले कमावत आहेत. पोलिसांनाही FRA बद्दल फारशी माहिती नसल्यामुळे, आम्हाला त्यांना परत परत समजावून सांगावे लागते कि ही आमच्या पिढीजात मालकीची जमीन आहे.<\/p>

आमच्या समुदायाला कायद्यांबद्दल फारशी माहिती नव्हती. आम्हाला एवढेच माहिती आहे कि जमिनीवर आमचा हक्क आहे, आमचे पूर्वज इथेच राहिले, आमची कुटुंबे इथेच राहतात, आणि जीवाची बाजी लावावी लागली तरी आम्ही ही जमीन सोडणार नाही. आम्हाला मूलभूत सुविधा नसताना आम्ही कधी हक्कांसाठी लढलो नव्हतो, परंतु यासाठी समुदाय लढा देइल. आमच्या घरांवर बुलडोझर फिरवला जाईल याची भीती घालायचा प्रयत्न वन विभाग करत असतो. हे प्रकार 2 – 3 महिन्यातून एकदा दोनदा घडतच असतात. वृक्षारोपणाच्या नावाखाली सरकार आम्हाला येथून हटवण्याचा प्रयत्न करत आहे, परंतु येथे आम्ही वर्षानुवर्षे करत असलेल्या शेतीचे काय?<\/p>
