नवी दिल्लीतील भलस्वा मधले बरेचसे स्थानिक मला ‘सिलिंडरवाली मॅडम’ म्हणून ओळखतात, जे नाव एकेकाळी विश्वासाचे प्रतीक होते. परंतु गेल्या काही दिवसांपासून हे नाव, अपूर्ण अपेक्षा आणि बऱ्याच दोषारोपांचे प्रतीक झाले आहे.<\/p>

गेल्या अनेक वर्षांपासून मी या समाजाबरोबर काम करत आहे<\/a>, त्यांना चूल (मातीची शेगडी) सोडून LPG सिलिंडर वापरायला प्रोत्साहन देते आहे. त्यांना प्रधान मंत्री उज्ज्वला योजनेमधे (PMUY) सहभागी करून घेते आहे. स्वयंपाकासाठी स्वच्छ गॅसच्या असणाऱ्या फायद्यांबद्दल कुटुंबांना, विशेषतः महिला सदस्यांना सतत जागरूक करणे आणि त्यासाठी आवश्यक कागदपत्रे गोळा करण्यात मदत करणे यासाठी खूप मेहनत लागली आहे. त्याहूनही महत्त्वाचे म्हणजे, त्यासाठी विश्वास निर्माण करावा लागला.<\/p>

हळूहळू, या कुटुंबांनी हा बदल स्वीकारायला सुरुवात केली. त्यांनी लाकूडफाटा गोळा करणे बंद केले, जुन्या शेगड्या काढून टाकल्या, आणि त्यांच्या रोजच्या स्वैपाकासाठी संपूर्णपणे LPG वर अवलंबून राहायला सुरुवात केली. <\/p>

परंतु, आत्ताच्या LPG च्या तुटवड्यामुळे सगळे गणित बिघडले आहे. सिलिंडर्स मिळणे अवघड झाले आहे; जेव्हा उपलब्ध असतात तेव्हा ते प्रत्येकी INR 3,000–4,000 इतक्या चढ्या दराने बेकायदेशीरपणे विकले जातात. भलस्वा मधील अनेक कुटुंबं, कचरा उचलणे किंवा तत्सम असंघटित स्वरूपातील कामांवर अवलंबून आहेत, त्यांना हे परवडत नाही. त्यांचे दिवसाचे उत्पन्न INR 250–300 इतके असताना, त्यांच्यातील बरेच जण एक किलो गॅस साठी INR 300 – 500 इतके देत आहेत.<\/p>

आणि इतर पर्यायांच्या अभावामुळे परिस्थिती आणखीनच बिकट झाली आहे. आधी सहज उपलब्ध असणारा लाकूडफाट्याचा पर्याय आता, दुर्मिळ आणि महाग झाला आहे<\/a>. दिल्लीत पडणाऱ्या अवकाळी पावसामुळे, जवळपास मिळणारे इकडे तिकडे पडलेले लाकूड मिळणेही आता दुरापास्त झाले आहे.<\/p>

या सगळ्यामुळे, ज्यांनी LPG वापरायला सुरुवात केली, त्यांच्यामध्ये निराशा आणि संताप वाढला आहे. अनेक जण आता मला फोन करून सांगत आहे कि, माझ्या सांगण्यावरून त्यांनी LPG वापरायला सुरुवात केली आणि आता या निर्णयाचा त्यांना पश्चात्ताप होतो आहे. नुकतेच एका महिलेने मला सांगितले कि, तिच्या सासूने तिला माझ्यावरून टोमणे मारायला सुरुवात केली आहे, आणि म्हणते कि आधीचीच परिस्थिती बरी होती.<\/p>

हि संभाषणे सोपी नाहीत परंतु त्यात काही आश्चर्य वाटण्यासारखेही काही नाही. भलस्वा मध्ये विश्वास हा कायमच जटिल मुद्दा ठरलेला आहे. या आधीही अनेक स्वयंसेवी संस्थांनी इथे काम केले आहे, पण इथल्या रहिवासीयांना त्यातील सगळ्या संस्था चांगल्या गोष्टींसाठीच फक्त आठवतात असे नाही.  म्हणूनच कुठलाही व्यत्यय आल्यावर तर शंका-कुशंका निर्माण व्हायला वेळ लागत नाही.<\/p>

काही कुटुंबं आधीच त्यांच्या खेडेगावांमध्ये परत गेली आहेत. जे त्यांचे ठेले ( खाद्यपदार्थांची छोटी टपरी) चालवत होते, त्यांना त्यांचा व्यवसाय चालवणे अवघड जात होते. जे राहिले आहेत त्यांच्यावर आधीपासून असलेल्या अस्थिर वातावरणाचा दबाव आहे आणि इंधनाच्या वाढत्या किमती त्यात भर घालत आहेत.<\/p>

या सगळ्याच्या मधे, मी माझ्याच प्रतिक्रियांवर विचार करत आहे. नुकताच जेव्हा माझा सिलिंडर संपला, तेंव्हा मी एक प्रकारची अनिश्चितता अनुभवली जी माझ्यासाठी नवीन होती. पण मला शिकवणारीही होती. लोक ज्या निकडीबद्दल बोलत आहेत, ती निकड मी कमी प्रमाणात का होईना पण समजू शकले. यामुळेच मी आता या समाजाचा राग समजून घेऊ शकते आणि आता त्याकडे मी दुर्लक्ष करत नाही.<\/p>

सध्यातरी, माझा बराचसा वेळ फोन घेणे आणि कुटुंबांना मदत करणे यातच जातो. हे छोटे आणि तात्पुरते उपाय आहेत, पण यातून मोठे प्रश्न सुटणार नाहीत. सगळ्यात अवघड काम तर यापुढे आहे: जेंव्हा पुरवठा सुरळीत होईल, LPG वरचा विश्वास पुन्हा निर्माण करणे सोपे असणार नाही. कदाचित परत पहिल्यापासून प्रयत्न करावे लागतील.<\/p>
