Images of wells and taps running dry, conflicts on drinking water, tankers being mobbed, parched earth, and failed crops dominate our news cycle. What&rsquo;s missing in mainstream reporting is a comprehensive and informed understanding of what makes India&rsquo;s water footprint both unique and challenging.<\/p><h3><strong>What underlies India&rsquo;s insatiable thirst for water? <\/strong><\/h3><div class=\"second-level-subheading\"><strong>1. India has a serious water problem<\/strong><\/div><p>The 2030 Water Resources Group estimates that if we continue to consume water as per the current rate, <a href=\"https:\/\/www.2030wrg.org\/india\/background\/\" target=\"_blank\" rel=\"noopener noreferrer\">India will have only half the water it needs by 2030<\/a><span style=\"font-weight: 400;\">&mdash;<\/span>a flashpoint that&rsquo;s only ten years away.<\/p><div class=\"second-level-subheading\"><strong>2. Over half of India&rsquo;s cultivated land is under water-intensive crops<\/strong><\/div><p><a href=\"https:\/\/agriwelfare.gov.in\/Documents\/DFI%20Volume%207.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">Fifty-four percent<\/a> of India&rsquo;s 141.4 million hectares of cultivable land is under water-intensive crops<span style=\"font-weight: 400;\">&mdash;<\/span>rice, wheat, sugarcane, and cotton. Farmers are incentivised to grow water-intensive crops as they are eligible for the government&rsquo;s minimum support price (MSP), which protects them from the risk of fluctuating prices.<\/p><div class=\"second-level-subheading\"><strong>4. India uses at least twice the amount of water to grow one unit of food versus comparable countries<\/strong><\/div><p>For instance, for every 1000 litres of water, China produces 0.46 kilograms of rice and 1.08 kilograms of cereal. For that amount of water, India produces only 0.23 kilograms of rice and 0.36 kilograms of cereal.<\/p><div class=\"second-level-subheading\"><strong>5. India&rsquo;s farmers rely mainly on tube wells to extract groundwater for their crops<\/strong><\/div><p>Despite India&rsquo;s large dams and canal systems, <a href=\"https:\/\/www.niti.gov.in\/sites\/default\/files\/2023-03\/CompositeWaterManagementIndex.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">groundwater accounts for 62 percent of water used for irrigation<\/a> by farmers; canals account for only 26 percent.<\/p><div class=\"second-level-subheading\"><strong>6. Conservative estimates suggest that India has over <\/strong><a href=\"https:\/\/economictimes.indiatimes.com\/news\/politics-and-nation\/heres-why-india-may-be-on-the-brink-of-an-unprecedented-full-blown-water-crisis\/articleshow\/47940423.cms?from=mdr\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>30 million borewells today<\/strong><\/a><\/div><p>Until 1960, Indian farmers accessed a few tens of thousands of mechanical pumps using diesel or electricity to pump water. As of 2009, <a href=\"http:\/\/cgwb.gov.in\/documents\/papers\/incidpapers\/Paper%203-%20Tushaar%20Shah.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">for every four cultivator households<\/a>, one owned a tube well and two purchased groundwater from tube well owners. India withdraws <a href=\"http:\/\/cgwb.gov.in\/documents\/papers\/incidpapers\/Paper%203-%20Tushaar%20Shah.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">two times the amount of groundwater<\/a> compared to China, despite having a similar population size.<\/p><div class=\"second-level-subheading\"><strong>8. Sixty percent of India&rsquo;s districts have been declared critical on groundwater<\/strong><\/div><p>This means that they either have <a href=\"https:\/\/prsindia.org\/policy\/discussion-papers\/overview-ground-water-india\" target=\"_blank\" rel=\"noopener noreferrer\">scarce supply or poor quality of groundwater<\/a>, or both. This has put <a href=\"http:\/\/www.fao.org\/india\/fao-in-india\/india-at-a-glance\/en\/\" target=\"_blank\" rel=\"noopener noreferrer\">70 percent of rural households<\/a><span style=\"font-weight: 400;\">&mdash;<\/span>who depend on agriculture for their livelihood<span style=\"font-weight: 400;\">&mdash;<\/span>at risk.<\/p><div class=\"second-level-subheading\"><strong>9. India&rsquo;s depleting groundwater reserves also impact our drinking water<\/strong><\/div><p>Groundwater accounts for <a href=\"https:\/\/eur01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fidronline.org%2Fwebsite-admin%2Fgroundwater-management-making-access-to-water-adequate-equitable-and-sustainable%2F&amp;data=02%7C01%7CArpit.Jain%40unilever.com%7C0b90a213a4a34bb75efe08d7ccac07a3%7Cf66fae025d36495bbfe078a6ff9f8e6e%7C1%7C0%7C637202911853362642&amp;sdata=dl4oqGDL8aLaUhGUeGAe7srqUmm3WbXNdUsZxc27Z8I%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener noreferrer\">90 percent of the drinking water requirements in rural India<\/a> and nearly 50 percent in urban areas. Excessive extraction has caused contamination. As a result, <a href=\"https:\/\/eur01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.wateraidindia.in%2Fsites%2Fg%2Ffiles%2Fjkxoof336%2Ffiles%2Findia-water-fact-sheet-2019.pdf&amp;data=02%7C01%7CArpit.Jain%40unilever.com%7C0b90a213a4a34bb75efe08d7ccac07a3%7Cf66fae025d36495bbfe078a6ff9f8e6e%7C1%7C0%7C637202911853367633&amp;sdata=lZptI9U5esW1l06IMaebBEs%2FAEb2R24ril920yFRMUk%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener noreferrer\">India is ranked 120<\/a> out of 122 countries in the global water quality index.<\/p><div class=\"second-level-subheading\"><strong>10. The country&rsquo;s water crisis has a significant economic cost<\/strong><\/div><p>A NITI Aayog report suggests that severe water scarcity will eventually lead to a <a href=\"https:\/\/eur01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fniti.gov.in%2Fwritereaddata%2Ffiles%2Fdocument_publication%2F2018-05-18-Water-Index-Report_vS8-compressed.pdf&amp;data=02%7C01%7CArpit.Jain%40unilever.com%7C0b90a213a4a34bb75efe08d7ccac07a3%7Cf66fae025d36495bbfe078a6ff9f8e6e%7C1%7C0%7C637202911853372623&amp;sdata=3dFn%2FDfUJhhvh7VJFa0vnhNoTiU0pAHwvoQWWiF4oR8%3D&amp;reserved=0\" target=\"_blank\" rel=\"noopener noreferrer\">6 percent loss in the country&rsquo;s GDP<\/a>.<\/p><p>For too long, we&rsquo;ve taken a supply lens to address issues related to water, within a development paradigm that has focused on building infrastructure, such as dams, canals, minor irrigation structures, and now water pipes. India&rsquo;s water story starts and ends in her farms. What India needs now is a movement to help her farmers use water judiciously for every unit of food that they grow.
