India’s COVID-19 response limited by strong urban and tech bias

Tulika Avni Sinha is currently an Edward Mason Fellow at the Harvard Kennedy School of Government. She has worked with the Governments of Punjab and Andhra Pradesh to reform and improve governance practices, including government process re-engineering, and draft policies to institutionalise evidence-based decision-making. She has an MBA from the Indian School of Business and writes extensively on governance reforms and ethical data governance.
