India’s COVID-19 response limited by strong urban and tech bias
India's response to the second wave of COVID-19 glosses over the lack of infrastructure and technology know-how in rural India.
Dipti Arora is a public policy practitioner working at the intersection of governance, technology, and data commons. Her work explores how digital tools can make institutions more accessible, responsive, and participatory. Dipti is also involved in building Charchagram, an open RTI database tool designed to help citizens discover, understand, and use information in the public domain. She was part of the 2024–26 cohort of the Public Policy in Action (PPiA) Praxis Residency Programme and has previously worked with the Coexistence Consortium.
